Councillor J Bell - 09 Jan, 2008 (response to Mr Colin Latchem)

Subject:RE: Dalkeith Redevelopment Plan

Colin,

Feel free to quote me and to distribute my thoughts.

I totally disagree with the new plans.

The locals the homes and businesses in Waratah Avenue went to Council seeking to subdivide blocks.

But what they got back is something that they did not ask for and don’t want.

I will speak against it.

We do not have to do this to appease the Planning Minister, or the Town Planning Tribunal.

This new plan is totally alters the character of a lovely quite area.

However I totally support Cr Matt Negus in seeking a solution and I have been impressed with your new Councillor who had nothing to do with this plan.

I will support what was initially requested by Ratepayers.

I am also appalled that a decision was made by the previous Mayor, former Cr Laurie Taylor, to keep plans from Ratepayers until after the recent Council election.

Cheers Cr John Bell

As ratepayers and residents in Dalkeith, and having just seen the Dalkeith Redevelopment Plan, we expect detailed answers from you in regard to the following questions:

  1. Do you believe that the Plan is in keeping with  the Village and its surroundings, or do you believe that it will destroy the  character of the area just as Subiaco is now being ruined by developments that  pay no regard to peoples’ feelings, expectations, aspirations and  behaviours?
  2. Why a hotel, motel or tavern? Why not a cinema,  performing arts centre, community centre or centre for older  citizens?
  3. Why should 3, 4 and 5 storey developments pop up  unexplained on certain blocks? Is this a plan for Dalkeith or Seoul?
  4. Why should the existing Dalkeith Village be obliterated for something is  bound to be as architecturally uncouth and non-iconic as that monstrosity your  council approved on the Steve’s site and will disfigure our townscape and  foreshore for decades to come?
  5. Was the planning / consultation process  transparent and in accord with the required protocols?
  6. Is it true that meetings were held over this in  November and December and if so, where are the processes and outcomes of these  reported?
  7. Are there hard copies of this plan and if not,  why not?
  8. Was it simply a coincidence that clicking on the  link on the Council’s website over the Christmas break to examine these  proposals, this would not function?
  9. Why was it left to members of the community to  advise the residents of this plan? Should the  Council not have announced this  proposal prominently and illustrated it in the local press and sent mail-outs  to every household at a time of the year when most people were at home and  able to give attention to this matter?
  10. In recent planning approvals, has the  Council advised all those who have recently built, are building, or plan to  build houses in the vicinity of this development about these changes in  zoning, housing and functions?
  11. Who is accountable for managing this process  within the administration?
  12. Do any counsellors supporting this proposal hope  to be re-elected?
  13. What steps are open to the community to oppose  this plan?
