Subject: Dalkeith Technical FAQ Responses

Please see below the answers to some of the technical questions which have been asked of the City in relation to the Dalkeith Concept Draft Guidelines.

Population of Dalkeith
4207 as at 30 June 2007.

The estimated maximum ground floor Net Lettable Area (NLA)
The maximums ratios are given for areas but it cannot be calculated as a total because other factors including overshadowing requirements and open space requirements will vary. Maximum ground floor areas can be calculated by multiplying the land area of the site by the maximum site cover allowance which can be found in the Development Requirements table of each Development Area.

The maximum total NLA of the proposed new Dalkeith redevelopment

The maximum ratios are given for areas but it cannot be calculated as a total because other factors including overshadowing requirements and open space requirements will vary. Maximum NLA can be calculated when a maximum plot ratio allowance is given, however as the concept does not stipulate this, the calculation cannot be accurately given.  As per above, to calculate the minimum NLA per lot, the land area must be multiplied by the minimum plot ratio allowance which can be found in the Development Requirements table of each Development Area.

Studies of the anticipated increased traffic flow to the area including that to Philip Road

No traffic studies have been completed as of yet as the guidelines are a concept. Once a draft is prepared and initiated as a scheme amendment for formal consultation a traffic study will be undertaken so this information is available for the community.

If the current bus route on Waratah will be altered, and if so to what street

As the Public Transport Authority (PTA) is the authority which controls bus routes, consultation with them will be required, however at this stage it is not anticipated to change as Waratah Avenue will continue to be the main access road in that area.

How the figure of minimum 4 car bays per 100 square meters NLA was arrived at

The car parking figure was derived from a combination of the existing Town Planning Scheme No. 2, other Council's planning schemes and the average for surrounding Councils.  The figure is only appropriate for consultation and may change after feedback.  It is believed that the parking provisions for the guideline area will adequately address the change in activity in the village.

12 October 2007 - Letter to Landowners within Precinct
28 November 2007 - Letter to Landowners and Adjacent Landowners advising of public meeting on 1 December 2007.
19 December 2007 - Letter to all Dalkeith landowners (using rates database) advising of guidelines, consultation and feedback from information sessions with landowners.
There have also been advertisements in the post newspaper throughout the process advising of meetings and the process.
A frequently asked questions composition is being developed this week and will be mailed (and emailed) to Dalkeith Landowners as soon as possible.
I hope this addresses your queries. All feedback on the concept is valuable as this will be used to shape the draft guidelines. These guidelines will be put out for the formal stage of community consultation as a scheme amendment.
